Meet The Owner

I’m Julissa Rowe, CEO & Founder of Divine Youth Guidance, a Licensed Child-Care Administrator (LCCA), provider, consultant, and advocate committed to strengthening services for children, youth, families, and vulnerable adults. My work extends across residential care, behavioral health, foster care services, peer support, supervised visitation, caregiving, and state-contracted programs. I’ve built my career by combining hands-on experience with a strong understanding of licensing, compliance, program development, and day-to-day operations.

My passion for this work is also deeply personal. My own childhood experiences within the foster care system gave me an understanding of what it feels like for children and families to navigate adversity, separation, and uncertainty. Those experiences helped shape my determination to build programs where young people are not simply provided a service, but are seen, supported, protected, and given opportunities to thrive. What I experienced became part of the foundation for the work I do today.

Today, I use both my professional expertise and lived experience to help organizations turn their vision into sustainable, compliant programs that make a measurable difference. Whether I’m developing a residential program, navigating state contracting, strengthening policies and quality assurance, mentoring another provider, or expanding services within my own organization, my goal remains the same: to build systems that serve people with excellence, integrity, compassion, and purpose.
